A Clerk Chat seat is either a user or a phone number, and you will be billed based on the higher of the two. For instance, if you have 5 users and 2 phone numbers, you'll be charged for 5 seats. Similarly, if you have 1 user and 5 phone numbers, you'll be billed for 5 seats.
